SUMMARY:
The Archivist/THPO Assistant is responsible for the overall process of filming, scanning, sorting, storing, retrieval, protection, distribution and managing the essential records of the Band and during the busy season will assist the Tribal Historic Preservation Officer in researching, protecting, preserving, and educating others about the Band’s cultural resources and history. The Archivist/THPO Assistant will also assist in developing and advising professional methods and techniques for identifying, preserving, stabilizing, improving, restoring and maintaining archaeological and historic properties.
QUALIFICATIONS:
• Bachelor’s degree in American Indian Studies, History, Anthropology, Archeology, First Nations, or Library Science preferred.
• High School diploma or GED required.
• Two years of formal post secondary education is required.
• Willing to train in Archaeology.
• Must have some knowledge in the areas of Mille Lacs Band Cultural Resources Code, P.L. 101-601, NAGPRA< Section 106 of the National Historic Preservation Act, MN Stat.307.8, Private Cemeteries Act, and National Environmental Policy Act of 1969.
• Knowledge of archival procedures and practices required.
• Familiar with digital imaging, filing and retrieval of records required.
• Must be able to lift and shelve boxes of up to 40 lbs required.
• GPS and GIS mapping knowledgeable and willing to learn.
• A working knowledge of personal computers.
• Familiar with and ability to operate various office equipment including dictation equipment, microfilm, document scanning devices, etc.
• Understands the history and culture of the Mille Lacs Band and how this relates to essential records for the Band.
• Ability to learn the Mille Lacs Band Tribal Government structure and system.
• Strong personal computer skills in a Windows environment, including Excel, PowerPoint, and Word software.
• Able to attend training opportunities related to Tribal Historic Preservation duties.
• Excellent verbal, written and interpersonal skills.
• A valid Minnesota Driver’s License and insurable under the Band Auto insurance policy is required.
• Position requires a valid Minnesota Driver’s license and insurability under the Band’s automobile coverage.
• Must be able to lift 40 lbs.
• Must pass a pre-employment drug & alcohol test.
DUTIES AND RESPONSIBILITIES
• Design and implement an effective and efficient archive program.
• Direct and manage the central record storage facility as well as any off-site facility the Band may procure.
• Perform annual audits to ensure organizational compliance with uniform records management systems. This includes working with department heads to determine what are classified as essential records.
• Develop and manage all activities of archives for all records, including retention and disposition scheduling of records, length of time, etc.
• Conduct periodic review of record retention strategies and policies with the Tribal Historic Preservation Officer.
• Organize and maintain files in conformance with systems and standards developed in consultation with the Tribal Historic Preservation Officer.
• Appraise and analyze material to evaluate the archival significance and historical value of records identified as potential archival material.
• Arrange and classify record to ensure the proper and logical ordering of records that are scanned into digital files with the goal of facilitating access and use.
• Preparing analytical descriptions of archival material, including Band history, chronological classification of Band Statutes, Resolutions, Oral Histories, including scope and content, cataloguing data and other information needed for use of the records.
• Keep abreast of new or most appropriate electronic media used in storing records.
• Maintain computer database of document status (received, distributed, storage).
• Preservation and storage of materials to ensure the long-term viability, integrity and protection of archival records, and their storage under proper environmental and security conditions.
• Protection of vital records to guarantee the survival of records essential to the viability of the Band in case of natural or man-made disaster, such as fire, flood or deliberate destruction, which may include backing up records systems either electronically or off-site storage of back ups.
• Ensuring the electronic recordkeeping systems provide security, preservation, and protection of the authenticity and integrity of e-records; and integrating electronic and paper-based systems.
• Providing reference services to make archival records accessible in a secure and safe environment, while taking measures to ensure protection of privacy and confidentiality as appropriate and necessary.
• Train Band staff in best archival practices for the identification, maintenance, and preservation of potential archival material.
• Educate the Mille Lacs Band community in an appreciation and understanding of the value of the Band Archives.
• Assists the THPO with NHPA Section 106 archaeological monitoring of Federal and State Agency projects as well as projects of outside agencies on properties located within the exterior boundaries of the Mille Lacs Reservation, on lands owned by the Band, and on lands held in trust for the Band.
• Assist the THPO in providing expertise to federal, state and local governments agencies in implementing tribal preservation regulations including survey, evaluation, and documentation of historic and traditional cultural properties.
• Work closely with the FCRB and others within the MLB DNR.
• Maintain a high degree of confidentiality regarding operations within the Band DNR as well at the MLB Tribal Government.
• Other duties as assigned.
WORKING CONDITIONS:
• Moderate stress level
• Ability to lift 40 lbs.
• Work is both indoors and outdoors.
• Little threat of personal danger or risk.
• Hours are typically 8:00 a.m. to 5:00 p.m., Monday through Friday. Some extra hours or “on call” hours may be required, but not a significant part of job.
