SUMMARY:
The Ge-Niigaanizijig Facilitator is vital to the overall program by ensuring quality programs and mentoring for youth. This position provides initial case planning along with ongoing case management services to youth clients with issues preventing them from reaching self-reliance and self-sufficiency, including truancy, homelessness, chemical dependency and mental health issues. This position is responsible to provide or assist in providing relevant instruction to youth clients that advance the purposes of the program grant and coordinate with outside agencies to facilitate resolution of youth issues.

QUALIFICATIONS:
• Bachelor’s degree with emphasis in psychology, counseling, social work, or related field is required.
• Must have at least 10 years of proven experience working with at risk Native American youths.
• Knowledge of the principles and practices of a youth-support method.
• Knowledge of and respect for Mille Lacs Band traditions and customs.
• Knowledge and experience working with Native American communities, culture, customs and cultural law.
• Ability to maintain highest level of confidentiality with respect to clients to maintain integrity of the program.
• Ability to communicate effectively with others.
• Ability to write effectively.
• Basic computer skills, proficient in Microsoft Windows and Word.
• Must adhere to strict confidential information in accordance with Data Privacy Act.
• Strong interpersonal, organizational and communication skills.
• Ability to assist, design and teach or facilitate groups of youths or one-to-one tutoring.
• Ability to establish and maintain working relationships with clients, participants, staff and partners.
• Must have current valid driver’s license.
• Must be insurable under the Mille Lacs Band Drivers Insurance policy.

• Must pass a pre-employment drug and alcohol test.
• Hours may vary depending on departmental needs and may include evenings and weekends.
• This position is grant funded and is dependent upon the continued funding of the Mille Lacs Band of Ojibwe’s PL 102-477 grants program.
• Background investigation required that shows no theft or fraud above a misdemeanor, no felony drug conviction and no sexual or crimes-against-a-person conviction at any level.
• A staff person with direct contact with or access to children in care must disclose the arrest, conviction, and applicant background information if that staff person:
(a) has a conviction of, has admitted to, has an adjudication of delinquency for, has been charged and is awaiting trial for, or a preponderance of the evidence indicates the person has committed:

  1. a crime against a child;
  2. an act of physical or sexual abuse;
  3. neglect;
  4. a felony;
  5. the same or similar crimes as those in this subsection listed in the laws of another state or of the United States or of any Tribal law;
    (b) has a conviction of, has admitted to, has an adjudication of delinquency for, has been charged and is awaiting trial for, or a preponderance of the evidence indicates the person has committed any misdemeanor offense under Federal, State, or Tribal law involving crimes of violence; sexual assault, molestation, exploitation, contact or prostitution; crimes against persons; or offenses committed against children. The Licensing Committee may evaluate the nature and time of a misdemeanor assault charge as well as other types of misdemeanor crimes not specified in this section to determine whether employment is appropriate.

DUTIES AND RESPONSIBILITIES
• Participate in or conduct a variety of client support processes.
• Coordinate client services with youth mentors.
• Collaborate with others in the development and implementation of the philosophy and mission of the program.
• Evaluate case plan progress, develop and implement plan modifications as appropriate.
• Collect, organize, and present professional observations to other mental health staff and youth mentors.
• Assess clients’ needs, situations, strengths, and support networks to determine their goals.
• Incorporate input from youth into the planning and evaluation of the program.
• Must be able to network with outside agencies, Mille Lacs Band departments, area schools, and other community-based agencies.
• Develop aftercare and follow-up programs.
• Develop and evaluate programs and services to ensure that basic needs are met.
• Consult with parents, other caregivers, and other Band personnel in dealing with client’s behavior, emotional, living, and health issues.
• Prepare records and progress summaries for all clients.
• Make home or agency visits as necessary.
• Assist in development and delivery of educational programs for the community.
• Assist overseeing learning lab/computer is used for education and job search.
• Educate and assist clients with resume and cover letter as needed.
• Educate and assist clients with FAFSA and online applications when necessary.
• Assist with transportation arrangements for programming requirements with staff driver when necessary.
• Data collections, maintain records, and compile reports on the utilization of the program.
• Maintain a filing system of the records of the program participants.
• Represent departments and the Mille Lacs Band of Ojibwe at conferences and seminars.
• Other duties as assigned by supervisor.

WORKING CONDITIONS:
• Nature of work is such those incumbent experiences regular periods of moderate to high stress levels in dealing with youth/client issues.
• Work is primarily indoors in a controlled climate area.
• Some threat of personal danger or risk.
• Hours are typically 8-5, but extra hours may be necessary to meet deadlines and maintain workload. Some evening or weekend work may be required.
• Remote work capabilities with supervisor approval. Must follow Remote Work protocol.
• 24-hours on-call may be required for emergency situations.
• Local travel is required.
