SUD Program Developer

SUMMARY:
The SUD Program Developer will coordinate planning, program development and implementation work with all MLBO SUD services to assist in assessing the Mille Lacs Band of Ojibwe’s Substance Use Disorder Services continuum of services, identification of gaps in services, development of programmatic strategies for addressing community needs in the area of Substance Use Disorder Services and working with staff and leadership to implement programs. The position will focus on project management of all activities related to integrating services, financial needs, and case management processes with MLBO systems, developing policies, procedures and work flow. Two Year Grant Funded position ending 9/30/2020.

QUALIFICATIONS:
• Bachelor’s Degree in Human Services, Addiction Counselling or a related field from an accredited university is required.
• Three (3) years of experience as a manager in a public, private or tribal reservation program is preferred.
• UMICAD or LADC licensure is preferred.
• Knowledge and experience working with Native American communities, culture, customs and cultural laws is required.
• Prior experience in development and management of multiple budgets is required.
• Ability to work independently with little or no supervision is required.
• Excellent communication, organization, and management skills are REQUIRED.
• Excellent collaborative skills working with multiple MLBO departments, counties, MN Department of Human Services, and Federal agencies are REQUIRED.
• Experience in Project Management is required.
• Knowledge of HIPAA, Affordable Care Act, Insurance Requirements and all federal regulations as it pertains to the electronic health record
• Knowledge of current and developing issues and trends in electronic health records
• Ability to gather data, compile information and prepare reports
• Excellent organizational and communication skills, both verbal and written
• Ability to work under pressure in a fast paced environment, multi task and prioritize
• Knowledge and sensitivity to Native American Culture
• Must have valid driver’s license

DUTIES AND RESPONSIBILITIES
• Develop in conjunction with Director of SUD Program to develop a work plan to establish the tribe’s capacity and infrastructure related to expanding the Substance Use Disorder Programs and Services.
• In conjunction with the SUD Director will hire and on-board staff to carry out infrastructure capacity.
• At the direction of the SUD Director coordinates all planning functions for the Substance Use Disorder Programs and Services.
• Coordinate between all the various MLBO Departments involved in the project.
• Work with all employees involved in the project, assisting with communication, training and dissemination of ongoing changes.
• Assist in the execution of the Substance Use Disorder Programs and Services in established strategic direction.
• Demonstrated skill with Microsoft Office and printer for the purpose of reviewing developing work plans and strategies for building departmental and tribal capacity.
• Analyzes and interprets Substance Use Disorder information and data in the in order to ensure the accurate data compilation and analysis for planning and implementation of system changes.
• Participates with the Substance Use Disorder Programs and Services teams to clarify documentation and work flows within the current systems and analyzes areas for improvement.
• Demonstrated ability to work with the SUD team to ensure cultural competencies are retained; will identify the need to provide cultural activities to support program objectives. As needed will obtain needed community contracts to support cultural activities.
• Reviews encounters, identifies deficiencies, documents and reports on operational difficulties which have a significant impact on system operation
• Reports any outstanding problems and/or errors to SUD Director.

• Typical hours are Monday through Friday 8AM-5PM.
