NASS Site Manager/IT Specialist

SUMMARY:
NASS Site Manager/IT Specialist is a critical position within the NAS Schools that oversees the planning, implementation and management of the school’s multi-user IT systems for the purpose of increasing administrative and educational effectiveness. This includes efficiently providing advanced technical support through prioritizing the allocation of time, personnel, and other resources.

NASS Site Manager/IT Specialist participates in managerial decisions and policy design in regards to IT throughout the schools, and serves in a supervisory capacity for the technology staff.

QUALIFICATIONS:
• Bachelors of Science Degree in Information Technology or Associate degree in electronics or computer technology and repair required with equivalent work experience.
• Five years of experience in an information and technology systems setting
• Multi-Vendor server experience
• Multi-Vendor experience with spread sheet, document creation, publishing, calendar.
• Two years experience with supervision of staff
• Ability to troubleshoot and repair/resolve server problems
• Ability to troubleshoot and repair/resolve problems with hardware and software
• Capable of communicating complex technical issues with systems users
• Ability to organize work to meet deadlines and user demands
• Exceptional personal computing skills in a variety of operating environments.
• Knowledge of and ability to apply management tools and techniques (e.g., analyses, forecasting techniques, needs assessments, feasibility studies, information systems and applications, strategic planning, etc.)
• Ability to learn software and then provide training to users.
• Must have current driver’s license, reliable personal transportation, proof of current insurance coverage, and insurability under the Band’s Auto Insurance Policy.
• Pass a background check.
• Background investigation required that shows no theft or fraud above a misdemeanor, no felony drug conviction and no sexual or crimes-against-a-person conviction at any level.
• A staff person with direct contact with or access to children in care must disclose the arrest, conviction, and applicant background information if that staff person:
(a) has a conviction of, has admitted to, has an adjudication of delinquency for, has been charged and is awaiting trial for, or a preponderance of the evidence indicates the person has committed:

  1. a crime against a child;
  2. an act of physical or sexual abuse;
  3. neglect;
  4. a felony;
  5. the same or similar crimes as those in this subsection listed in the laws of another state or of the United States or of any Tribal law;
    (b) has a conviction of, has admitted to, has an adjudication of delinquency for, has been charged and is awaiting trial for, or a preponderance of the evidence indicates the person has committed any misdemeanor offense under Federal, State, or Tribal law involving crimes of violence; sexual assault, molestation, exploitation, contact or prostitution; crimes against persons; or offenses committed against children. The Licensing Committee may evaluate the nature and time of a misdemeanor assault charge as well as other types of misdemeanor crimes not specified in this section to determine whether employment is appropriate.

DUTIES AND RESPONSIBILITIES
• Ability to work independently to plan, coordinate, implement, lead, and complete projects on time.
• Makes assignments in terms of goals and objectives to be achieved.
• Installs and performs minor repairs to hardware, software, and peripheral equipment, following design or installation specifications.
• Reads technical manuals, confers with users, and conducts computer diagnostics to determine nature of problems and provide technical assistance.
• Enters commands and observes system functioning to verify correct operations and detect errors.
• Prepares evaluations of software and hardware, and submits recommendations to management for review.
• Tests and monitors software, hardware, and peripheral equipment to evaluate use, effectiveness, and adequacy of product for user.
• Inspects equipment and reads order sheets to prepare for delivery to users.
• Supervises and coordinates workers engaged in problem-solving, monitoring, and installing data communication equipment and software.
• Reads trade magazines and technical manuals, and attends conferences and seminars to maintain knowledge of hardware and software.
• Conducts office automation feasibility studies, including workflow analysis, space design, and cost comparison analysis.
• Maintains record of daily data communication transactions, problems and remedial action taken, and installation activities.
• Refers appropriate major hardware or software problems or defective products to vendors or technicians for service.
• Develops training materials and procedures, and conducts training programs.
• Confers with staff, users, and management to determine requirements for new systems or modifications.
• Analyzes and tests computer programs or system to identify errors and ensure conformance to standard.
• Formulates and reviews plans outlining steps required to develop programs to meet staff and user requirements.
• Writes documentation to describe and develop installation and operating procedures of programs.
• Coordinates installation of computer programs and operating systems, and tests, maintains, and monitors computer system.
• Consults with staff and users to identify operating procedure problems.
• Analyzes test data and recommends hardware or software for purchase.
• Reads technical manuals and brochures to determine equipment which meets establishment requirements.
• Tests and evaluates hardware and software to determine efficiency, reliability, and compatibility with existing system.
• Monitors system performance.
• Develops and writes procedures for installation, use, and solving problems of communications hardware and software.
• Conducts survey to determine user needs.
• Assists users to identify and solve data communication problems.
• Visits vendors to learn about available products or services.

ADMINISTRATIVE
• Supervise and lead the all technology staff located in the schools.
• Manage all Student Information Systems programs and train the school Registrar, Administrative Assistants and Teaching staff in the use and operations of the programs.
• Lead in the production of the Technology plan if required by the BIA and or the State.
• Provide staff training as requested and/or when a new program is introduced.
• Research technology products such as new software programs for all areas of the school.
• Maintain other database programs as needed for students.
• Provide technical assistance to all staff in Nay Ah Shing, Pine Grove, and any future expansion of Nay Ah Shing.
SCHOOL WIDE NETWORK
• Manage the schools Local Area Network/Wide Area Network.
• Coordinate system with Government Center system by dialogue with IS Director.
• Install and maintain network data backbone throughout and connecting the Upper and Lower schools.
• Install, maintain, and upgrade server operating systems, equipment, programs and applications.
• Support the Interactive Television system and provide technical support for the system.
• Maintain the school bell and public announcement system, which are tied together.

WORKING CONDITIONS:
• The work is typically performed in an office setting with only normal physical demands necessary to accomplish the work.
• The work environment involves everyday risks or discomforts, which require normal safety precautions in an office setting, meeting room or commercial carrier. The work will require some travel to Pine Grove.
• Hours are Monday – Friday 8:00am to 5:00pm with some nights and weekends as needed.
