SALARY RANGE: $47,900 - $71,900

SUMMARY:
The Foster Care Supervisor oversees licensure of foster care providers, recruitment, training, and recommendations for Mille Lacs Band licensure. The Foster Care Supervisor is responsible for the coordination of placement into ICWA licensed homes of all children involved in out of home placement in the child welfare and juvenile justice system. The Foster Care Supervisor ensures all placements are a good fit and that Foster Parents are following the Mille Lacs Band Statutes, policies and procedures, State and Federal laws as applicable and ensures ICWA/MIFPA applies. The Foster Care Supervisor oversees foster care youth in independent living and ensures appropriate transition youth to adulthood from the foster care system. The Foster Care Supervisor provides work direction and guidance to staff and ensures appropriate quality assurance/quality control of all foster providers. The Foster Care Supervisor oversees the Guardianship Tribal Court Cases and ensures appropriate recommendations are suggested in the Home Study report for minors regarding guardianship petitions.

QUALIFICATIONS:
• Bachelor’s degree in education, human services, business, organizational development, or a combination of secondary education and experience in child welfare or human services field totaling three (3) or more years, is preferred.
• Three (3) years of prior supervisory experience is required.
• Ability to manage time effectively, manage multi-tasked detailed duties, excellent organization and time management skills are required.
• Must have excellent communication skills in verbal or written.
• Familiar with using case management systems and record management systems.
• Able to conduct and facilitate Foster Care Facility Investigations, working collaboratively with Lead Investigator and other agencies.
• Excellent collaborative skills working with multiple MLBO departments, counties, MN Department of Children, Youth and Families, and Federal agencies are required.
• Ability to understand and interpret state and Mille Lacs Band Statutes as pertaining to ICWA/MIFPA and Foster Care.
• Extensive knowledge of the Indian Child Welfare Act and the Minnesota Indian Family Preservation Act is required.
• Extensive knowledge and experience working with Native American communities, culture, customs, and cultural law is required.
• Prior experience in development and management of a budget is required.
• Ability to gather data, compile information and prepare reports.
• Ability to work independently with little or no supervision is required.
• Ability to work under pressure in a fast-paced environment, multitask and prioritize.
• Excellent communication, organization, and management skills are required.
• In lieu of education, special consideration to include experience. A minimum of 3 years of experience in child welfare or human services or a combination of both.
• Must have a current valid Minnesota Driver’s license, reliable personal transportation, and proof of current insurance coverage.
• Must have a current valid driver’s license.
• Must be insurable under the Mille Lacs Band Drivers Insurance policy.
• Must pass a background check.
• Must pass a pre-employment drug and alcohol test.
• As a mandated reporter, must understand the process and assessment parameters of mandated reporting.

DUTIES AND RESPONSIBILITIES
• Supervise and monitor the work duties of the Foster Care staff.
• Provide orientation and training to foster care staff for them to effectively manage their job responsibilities.
• Provide weekly individual direction and supervision with each foster care staff. Provide ongoing feedback and support regarding staff strengths, areas of need and potential strategies for improvement through the consistent use of facilitator reviews and supervision.
• Facilitate weekly staff meetings to share information regarding Mille Lacs Band Family Services monthly reports, updates, and areas in need of attention.
• Attend and participate in meetings with the Mille Lacs Band Family Services Leadership Team.
• Attend all trainings and in-services and assure that staff does the same.
• Provide coverage for staff, as needed, and assure that families are aware of the coverage plan during absences and vacations.
• Provide staff with ongoing assistance for day-to-day issues, as well as crisis situations.
• Manage an on-going Title IV-E Training Plan that will provide monthly training opportunities for providers and staff.
• Develop and implement a strategic plan addressing prevention and awareness of Native children in out of home placement.
• Develop and implement a strategic plan addressing the recruitment of ICWA Foster Homes.
• Oversee the licensing of providers that are in accordance with applicable Federal and Tribal Laws.
• Manage on-going quality assurance and quality control of providers to ensure licensing standards are met.
• When appropriate, implement a corrective action plan when necessary.
• When a grievance is filed by foster parent, follow MLB Statute, policies, and procedures.
• Oversee financial obligations of the foster care program such as but not limited to provider voucher payments, respite payments, clothing allowances, and other expenditures deemed appropriate to effectively manage the program.
• Facilitate Foster Care Facility Investigations when needed and be able to work collaboratively with the Lead Investigator to ensure Intake Reports are fully investigated within a time frame to ensure children are safe.
• Ensure timely payments to providers are done monthly.
• Oversee billing of services to placing agencies no later than the 7th of every month. Work in coordination with HHS finance and county agencies to ensure accuracy of payments to providers.
• Provide technical and supportive services to foster care providers as needed.
• Ensure monthly home visits to providers are conducted monthly for those that have active placements of MLB children.
• Participate in the Child & Family Team meetings as requested by the Supervisor, Foster Care Provider, or by the assigned social worker.
• Work with public agencies to improve the permanency planning for Native children in foster care.
• Manage and maintain the Foster Care Registry.
• Develop and implement appropriate policy and procedures for the foster care program.
• Oversee the coordination of placement of all out of home children involved in the child welfare and juvenile justice system.
• Ensure compliance with all grants under the foster care program and comply with all reporting requirements of such grants.
• Keep leadership informed of emergency or critical incidents.
• Ensure correct up to date documentation of files related to foster homes, foster parents, and proper care of foster children.
• Other duties as assigned.

WORKING CONDITIONS:
• Nature of work is such that incumbent experiences infrequent periods of moderate to high stress levels while dealing with juveniles, family members, foster parents, and others.
• Work is almost exclusively in doors in a controlled climate area.
• Moderate threat of personal danger or risk.
• Hours are typically 8-5, but possibly with some extra hours. May involve some evening or weekend work.
• On-call hours may be scheduled to manage emergent and crisis situations for removals and finding placement for children who are at risk of maltreatment, neglect, and abuse.
• Will involve working with many different people who are often distressed in some way.
• Local travel is required; travel outside the state is very limited. Local driving is required to meet foster parents in their home to conduct home safety assessments.
• Work from home may be permissible with signed telework agreement.
