SALARY RANGE: $52,000 to $66,560

SUMMARY:
The Assistant Band Assembly Clerk coordinates, manages, and maintains the Legislative Library and filing system and assists the Band Assembly, Legislative Counsel, and Parliamentarian with research. In accordance with Legislative Order 27-20, The Assistant Band Assembly Clerk acts as a permanent supportive staff member to ensure the Mille Lacs Band Assembly has a sound governmental interest in preserving institutional memory and continuity in its processes.

QUALIFICATIONS:
• One year of post-secondary education or secondary secretarial course work degree required.
• Two years of experience in clerical or data entry position required.
• Ability to research and comprehend Mille Lacs Band Statutes.
• Must have knowledge of Robert’s Rules of Order.
• Able to independently and efficiently perform assignments, such as locating and summarizing information from the Legislative Library, files, and other documents as requested or in anticipation of Band Assembly needs.
• Proficiency in use of a PC in a Windows environment with experience with internet searches, MS Word, MS Excel, and Laserfiche.
• Highly efficient, attention to detail, and strong organizational skills.
• Able to file office correspondence and other documents categorically and alphabetically.
• Experience and understanding of the Native American culture and can demonstrate cultural sensitivity.
• Excellent interpersonal and organizational skills, including a pleasant attitude toward Band members, employees, and co-workers.
• Ability to deal with confidential information.
• Must be insurable under the Mille Lacs Band Drivers Insurance policy.
• Must pass a pre-employment drug and alcohol test.

DUTIES AND RESPONSIBILITIES:
• Serve in a Backup Role for Parliamentarian/Band Assembly:
Fulfill the duties of the Parliamentarian and/or Band Assembly Clerk as needed to ensure procedural continuity and organizational efficiency.
• Legislative Document Management:
Distribute, organize, archive, and maintain physical and electronic files of Band Assembly materials including bills, resolutions, statutes, committee reports, and other confidential records.
• Research and Retrieval:
Conduct in-depth research using the Legislative Library, Laserfiche, and statutory archives to locate relevant laws, resolutions, or historical legislative actions. Assist Legislative Counsel in preparing legal analyses or drafting language for proposed legislation.
• Data Compilation and Legislative Tracking:
Compile and summarize legislative data. Maintain tracking logs of introduced bills, passed legislation, and amendments. Prepare reports or summaries for internal distribution or for use in Band Assembly briefings.
• Document Development and Production:
Draft, revise, and coordinate the preparation of Band Assembly documents, including committee agendas, hearing notices, meeting minutes, legislative digests, and briefing materials.
• Correspondence and Communication:
Compose and edit a wide range of written materials, including memos, legislative letters, summaries, and procedural guidance in support of the Secretary-Treasurer, Legislative Counsel, or Assembly members.
• Administrative Support to Legislative Counsel:
Support Legislative Counsel by preparing draft materials, organizing research files, scheduling working meetings, and formatting documents. Assist in compiling legislative histories and preparing testimony or legal responses when needed.
• Meeting Preparation and Support:
Prepare physical and digital materials for Band Assembly sessions and committee meetings. Ensure timely delivery of agendas, background information, and briefing packets. Provide on-site or virtual administrative support during meetings as needed.
• Library and Records Management:
Oversee the categorization, preservation, and updating of the Legislative Library. Ensure accessibility and accuracy of historical and current legislative records.
• Constituent and Staff Relations:
Serve as a point of contact for inquiries related to legislative processes or documents. Respond to requests from Band members, staff, and external entities in a timely and professional manner.
• Project and Task Coordination:
Assist with special assignments and initiatives assigned by the Secretary-Treasurer, Legislative Counsel, Parliamentarian, or Legislative Affairs Director. Track progress, document milestones, and report on outcomes.
• General Office Operations:
Perform a variety of clerical and administrative duties including data entry, scheduling, supply coordination, and general office support for the Legislative Department.
• DMV Office Support:
Provide occasional backup assistance to the Department of Motor Vehicles office as assigned.

WORKING CONDITIONS:
• Nature of work is such that the incumbent experiences frequent periods of moderate stress due to workload.
• Work is almost exclusively indoors.
• Little threat of personal danger or risk.
• Hours are typically 8:00 a.m. until 5:00 p.m. Extra hours may be necessary to meet deadlines and sustain the workload.
• Limited travel may be required.
