Department of Cannabis Regulation
The Mille Lacs Band Department of Cannabis Regulations (DCR) is an independent agency of tribal government establishing regulatory authority over cannabis businesses within the Band’s sovereign territory as well as Compacted Cannabis Activity. The purpose of the DCR is to protect public health and safety, promote safe and responsible cannabis business activities, and ensure all Band cannabis business activities are carried out in compliance with Title 15 of the Mille Lacs Band Statutes, the DCR’s Initial Cannabis Regulations, Tribal-State Compact(s), and all other applicable laws.
The next DCR Board meeting is Monday, April 14, 2025, 1pm via Teams.

The DCR shall only issue cannabis licenses to enrolled Mille Lacs Band Members, Mille Lacs Corporate Ventures, or any Band-owned subsidiary.

- Lower-potency Hemp Edible Manufacturer
- Lower-potency Hemp Edible Retailer
§ 1210(a)(1)(ii), “Vertical integration is allowed such that a single applicant may be issued licenses for each different activity listed in § 1210(a)(2), except where it would violate other provisions of this Code or applicable law.”
