General Description:
The Compliance Manager is responsible for managing and directing the Office of Gaming Regulation & Compliance (OGR&C) Compliance Division. Compliance monitors and inspects the Mille Lacs Band Gaming Enterprises to ensure compliance with the National Indian Gaming Commission (NIGC) Regulations, Mille Lacs Band Detailed Gaming Regulations and Tribal-State Compacts. The Compliance Manager will report any violations and recommend appropriate corrective action to Gaming Regulatory Authority (GRA) Management. The Compliance Manager regularly communicates within the GRA and the Gaming Operations.

Qualifications:

1. Bachelor’s Degree in a relevant field, three (3) years of gaming regulatory or casino gaming operations experience; or equivalent of education and experience.
2. Supervisory experience preferred.
3. GRA experience preferred.
4. Knowledge of Mille Lacs Band Detailed Gaming Regulations, NIGC Regulations and Tribal-State Compacts.
5. Ability to read, analyze, interpret and apply regulations, statutes and technical documents.
6. Ability to respond to inquiries or concerns internally and externally with professionalism and clarity.
7. Ability to maintain strict confidentiality of all employees, GRA and gaming operations records.
8. Excellent written, analytical, verbal, interpersonal and organizational skills.
9. Must be proficient in Microsoft Word, Excel, Power Point, and Outlook
10. Acute attention to detail.
11. Ability to manage time effectively.
12. Strong organizational skills and multi-tasking.
13. Ability to plan, assign and supervise the work of others.
14. Must pass pre-employment testing.
15. Must be able to obtain a Class A Key Gaming License.
16. Must have strong moral character.
17. Must have a current valid Minnesota driver’s license, and reliable personal transportation.
18. Must disclose immediate family members and household members working for Mille Lacs Corporate Ventures, the Gaming Enterprises and the GRA to avoid potential conflicts.
19. This position will require frequent periods of standing, walking, sitting, and ability to lift light (20 lbs. or less) boxes or equipment.
20. This position will require working around the public in a facility where the employee could be exposed to second-hand smoke, perfume, cologne, food and drink odors, dust, and other odors.

Mille Lacs Band Member / American Indian preference applies.

Duties:

1. Supervision of Compliance Officers
2. Will ensure inspections and compliance assessments of all gaming operations are complete to monitor compliance with applicable tribal laws, rules and regulations, requirements of Indian Gaming Regulatory Act (IGRA), the NIGC, and the Tribal-State Compact to insure the honesty, fairness, integrity, and security of the gaming operation.
3. Will monitor shipping, receiving, installation, relocation, removal, storage, etc. of sensitive gaming items for security and compliance with applicable laws and regulations. Ensure accurate records are maintained on same.
4. Assist State and Federal regulatory staff during official audits, professionally present information or respond to requests during meetings, classes, and discussion.
5. Stay informed of current trends and practices within area of responsibility and communicate pertinent information to management, peers, direct reports, and employees as appropriate.
6. At the direction of GRA Leadership, will assist with review, drafting and updating Mille Lacs Band Detailed Gaming Regulations and internal policies to maintain compliance with technological advances and changes in gaming regulations.
7. Consistently deliver positive, courteous, and professional guest service in all interactions with guests, visitors, vendors, and fellow employees.
8. Review and report any violations of NIGC Regulations, Mille Lacs Band Detailed Gaming Regulations, Tribal-State Compacts and operational internal controls.
9. Hours of work are typically 8am to 4pm, Monday through Friday, with flexibility and the possibility of nights, weekends, or holidays due to workload or deadlines.
10. Other duties as assigned.
