SUMMARY:
The Executive Director plans, directs, monitors, and reviews the activities and operations of the Community Development Department’s; Housing, Project Management, Public Works and Facilities.

QUALIFICATIONS:
• Bachelor’s degree or equivalent in municipal administration, business administration, or a related field is desired. A minimum of two year’s of post secondary schooling is desired.
• Minimum of four (4) years related experience directing an administrative function, including direct supervision of staff, with a strong emphasis on the training and professional development of staff.
• Prior experience and ability to prepare plans, specifications, and requests for bids for equipment purchases and maintenance contracts.
• Prior experience in operations of street maintenance, municipal water distribution, wastewater processing, equipment purchase, and facilities maintenance in a four-season severe weather environment.
• Excellent interpersonal, organizational, and communication skills.
• Excellent personal computer skills in a Windows environment, including spreadsheet, Word, publishing, calendaring, and general office support applications.
• Experience in and sensitivity to Native American culture.
• Must have current Minnesota driver’s license, reliable personal transportation, proof of current insurance coverage, and be insurable under the Band’s Auto Insurance Policy.

DUTIES AND RESPONSIBILITIES:
• Provide supervision and direction to subordinate management staff and others.
• Acts in the Commissioner’s absence.
• Prepares, submits, tracks and modifies annual operation budgets of Community Development; Housing, Project Management, Public Works and Facilities.
• Assists in the negotiations of Self Governance stable base funding agent.
• Maintains currency in Community Development self governance issues that may affect housing financing operations and other state/federal reimbursement issues.
• Assists Grants Manager, Housing Directors, and other Community Development administrators to keep the( HUD, NHSDA, MNHFA, Office of Justice and Private) grants timely, as well as budgets and billing processes viable
• Provide information to community residents and others on services provided by Department. Handle inquiries from band members, evaluates or oversees the evaluation of service issues and takes corrective action when appropriate.
• Prepare and recommend capital improvement and operating budgets, including construction, maintenance, and equipment acquisition and purchase.
• Evaluate, plan, and direct the maintenance of Band facilities, including Public Works buildings. Assist with the maintenance of other Band faculties.
• Ensure compliance with Band policies and procedures, county, state, and federal regulations.
• Participates in and assists the Commissioner with special projects as needed.
• Other duties as assigned.

WORKING CONDITIONS:
• Nature of work is such that incumbent experiences regular periods of moderate to high stress levels. Primary sources of stress include employee, band member and governance issues, workload, and deadlines.
• Little threat of personal danger or risk.
• Work is conducted primarily in an office environment.
• Local travel is required, limited travel outside the state is also required.
• Work hours are typical 8 to 5, although additional hours and evening and weekend work is required to maintain work load. May involve some evening or weekend working.
