SUMMARY:
The Labor/Employee Relations Specialist provides a range of services related to Human Resources to include liaison with Health & Human Services, suitability adjudications, identifying and resolving employee relations issues, assist in grievances and hearings. This position will also be responsible for the pre-employment screening, reasonable suspicion, random, and DOT urinalysis requirements in accordance with the Drug & Alcohol Policy and Procedures. Serves as backup in the absence of the Safety Risk Manager.

QUALIFICATIONS:
• Four-year degree in Human Resources management, business administration, communication, or related field, with a minimum of five years of experience in human resources;
OR
• Two-year degree in business administration specializing in human resources, with a minimum of ten years of experience in human resources.
• HR Certificate preferred or ability to acquire a HR Certificate within three years of hire.
• Knowledge of fundamental principles and practices of personnel administration required.
• Understand the use of constructive confrontation, motivation, and short-term intervention experience with adult employees.
• Must have a minimum of two years full-time experience performing investigations, adjudication and/or analytical duties including interpretation of regulations, personnel policies and procedures.
• Must have knowledge of FBI fingerprint coordination and handling of results.
• Must have knowledge and understanding of current applicable federal laws and regulations regarding investigations, interviewing techniques, criminal history records and Privacy Act information.
• Strong computer skills in a windows environment, including Access, Word and Excel.
• Ability to handle highly confidential personal information appropriately.
• Strong organizational and interpersonal skills.
• Excellent interpersonal, verbal, and written communication skills.
• Knowledge of principles and practices of human resource administration including methods and techniques used in recruitment and selection, salary administration and training.
• Must have the ability to maintain confidentiality.
• Ability to multi-task.
• Must have a current valid driver’s license.
• Must be insurable under the Mille Lacs Band Drivers Insurance policy.
• Must pass a pre-employment drug and alcohol test.

DUTIES AND RESPONSIBILITIES:
• Act as liaison with Health and Human Services (HHS) and Human Resources.
• Provide employee/labor relations consultation.
• Conduct investigations into any alleged harassment claims and ensures a documented investigation is completed for all cases.
• Informs and consults with organizational leadership in seeking to resolve employee issues, enhance the work environment, and improve job performance.
• Maintains a working knowledge of all legal/regulatory compliance issues related to employment, especially those related to employee and labor relations.
• Review investigative reports for adjudication, ensuring background/fingerprints investigations are in compliance with all applicable statues, as appropriate for each position.
• Coordinate pre-employment screening and quarterly random urinalysis and DOT requirements in accordance with the Drug & Alcohol policy.
• Coordinate and monitor the reasonable suspicion process in accordance with the Drug & Alcohol policy.
• Serves as backup in the absence of the Safety Risk Manager.
• Acts as the point of contact and ensures protection and maintenance of investigative documentation for each individual for which an adjudication is being conducted.
• Ensure that all required documentation for adjudication files in organized, accurate, complete, and submitted for approval in a timely manner.
• Prepare data for filing by compiling and sorting information; files paperwork in a timely fashion according to provided guidelines.
• Participate in administrative staff meetings and attend other meetings and seminars.
• May assist employees, manager and department heads with policy concerns and disciplinary actions.
• Other duties as assigned.

WORKING CONDITIONS:
• Nature of work is such that incumbent experiences frequent periods of high stress levels while dealing with management, employees, family members, and others.
• Work is exclusively indoors in a controlled climate area.
• Little threat of personal danger or risk, although working with certain individuals may subject incumbent to periods of moderate to high stress levels.
• Hours are typically 8-5, but possibly with some extra hours. May involve some evening or weekend working and occasionally an “on-call” system covering emergency situations.
• Will involve working with many different people who are often distressed in some way.
• Local travel is required; travel outside the state is limited.
