Lead Social Worker

JOB TYPE: Full Time
LOCATION: Family Services - HHS
REPORTS TO: Child Protection Supervisor
SALARY RANGE: $27.87 -$47.01

SUMMARY:
the Family Services Lead Social Worker will under general supervision provide social services in the following cases: developing and implementing Plan(s) of care, Out of Home placement plans, review court reports, ensuring quality control for social work practices. Will assist in the screening of Intake reports and assist in assigning to on-going case worker. Will offer limited direction and supervision to social work paraprofessionals.
Will assist in developing and implementing of new procedures.

QUALIFICATIONS:
• Bachelor’s Degree in Social Work or a related field from an accredited university is required.
• Master’s degree in Social Work or related field is preferred.
• Three (3) years of experience as a manager in a public, private or tribal reservation program is required.
• Working knowledge of Indian Child Welfare act and MN Indian Family Preservation Act is required.
• Extensive knowledge and experience working with Native American communities, culture, customs and cultural laws is required.
• Ability to work independently with little or no supervision is required.
• Excellent communication, organization, and management skills are REQUIRED.
• Excellent collaborative skills working with multiple MLBO departments, counties, MN Department of Human Services, and Federal agencies are REQUIRED.
• Ability to understand and interpret state statutes as pertaining to Tribal Child Welfare Initiative.
• Knowledge of HIPAA, Affordable Care Act, Insurance Requirements and all federal regulations as it pertains to the electronic health record
• Ability to gather data, compile information and prepare reports
• Excellent organizational and communication skills, both verbal and written
• Ability to work under pressure in a fast paced environment, multi task and prioritize
• Knowledge and sensitivity to Native American Culture
• Must have a current valid driver’s license.
• Must be insurable under the Mille Lacs Band Drivers Insurance policy.
• Must pass a background check.
• Must pass a Pre-employment drug & alcohol test.

DUTIES AND RESPONSIBILITIES:
• Develop in conjunction with Child Protection supervisor and/or Family Services Director a work plan for developing the tribe’s capacity and infrastructure related to expanding the Child Protection program.
• At the direction of the Child Protection supervisor and/or Director of Family Services to coordinate all planning function applicable to Child protection activities.
• Collaborate with Mille Lacs, Aitken, Pine, Crow Wing Kanabec and Morrison Counties regarding child protection cases.
• Trouble-shoot issues between MLBO departments and County entities, when issues arise in ICWA cases.
• Work with all the employees that are involved in cases, assisting with communication and training.
• Assist in the execution of the Tribal Child Welfare Initiative in whatever direction Administration (Director, HHS Executive Director) directs.
• Operates a computer and printer for the purpose of reviewing plan of Care, MAPCY’s, court reports, ILS plans for MLB youth.
• Analyzes and interprets child welfare information and data in the Intertribal System in order to ensure the accurate data compilation and analysis for planning and implementation of system changes.
• Participates with the Child Welfare and Foster Care teams to clarify documentation and work flows within the current systems and analyzes areas for improvement.
• Reviews encounters, identifies deficiencies, documents and reports on operational difficulties which have a significant impact on system operation.
• Reports any outstanding problems and/or errors to supervisor.
• Will carry a caseload of 5 families, maximum, unless workload allows otherwise.
• Will provide supervision in the absence of the Child Protection supervisor.

WORKING CONDITIONS:
• Nature of work is such that incumbent experiences infrequent periods of moderate to high stress levels while dealing with inside/outside entities.
• Working is almost inclusively in doors in a controlled climate area.
• Little threat of personal danger.
• Hours are typically 8-5, but possibly with some extra hours, and potential weekend availability to staff.
• Will involve working with many partners; both internal and external to Family Services.
• Local travel will be required, travel outside the state is very limited.
• Hours are typically 8-5, but possibly with some extra hours. May involve some evening or weekend work.
• Some local travel may be required.
• Work from home may be permissible with a signed telework agreement.
