Tribal Historic Preservation Office Assistant

REPORTS TO: Tribal Historic Preservation Officer
SALARY RANGE: $14.10-$19.10

SUMMARY:
The Tribal Historic Preservation Office Assistant will assist the THPO and Compliance Officer in researching, protecting, preserving, and educating others about the Band’s cultural resources and history. The THPO Assistant will also assist in developing and advising professional methods and techniques for identifying, preserving, stabilizing, improving, restoring and maintaining archaeological and historic properties.

QUALIFICATIONS:
• High School Diploma or G.E.D. required. Two years of formal post secondary education is desired.
• Willing to train in Archaeology.
• Must have some knowledge in the areas of Mille Lacs Band Cultural Resources Code, P.L. 101-601, NAGPRA, Section 106 of the National Historic Preservation Act, MN Stat.307.8, Private Cemeteries Act, and National Environmental Policy Act of 1969.
• Willing to become knowledgeable and experienced in working with Native American communities, culture, customs and cultural law.
• Moderate computer skills and excellent communication, organization, verbal communications skills required.
• Willing to become knowledgeable of Tribal Government system, preferably the Mille Lacs Band of Ojibwe.
• GPS and GIS mapping knowledgeable and willing to learn.
• A valid Minnesota Driver’s License and insurable under the Band Auto insurance policy is required.
• Strong communication and organization skills with excellent attention to details.
• Strong personal computer skills in a Windows environment, including Excel, PowerPoint, and Word software.
• Must have a current valid driver’s license and must be insurable under Mille Lacs Band auto policy.
• Must be knowledgeable in traditional and cultural ways of the Ojibwe people.
• Able to attend training opportunities related to Tribal Historic Preservation duties.
• Willingness to maintain a high level of competence, exercise discreet judgment and honor confidentiality.
• Must have a valid driver’s license.
• Must be insurable under the Mille Lacs Band Drivers Insurance policy.
• Must pass a background check.
• Must pass a pre-employment drug & alcohol test.

DUTIES AND RESPONSIBILITIES:
• Assists the Tribal Historic Preservation Officer (THPO) with NHPA Section 106 archaeological monitoring of Federal and State Agency projects as well as projects of outside agencies on properties located within the exterior boundaries of the Mille Lacs Reservation, on lands owned by the Band, and on lands held in trust for the Band.
• Assist the THPO in providing expertise to federal, state and local government’s agencies in implementing tribal preservation regulations including survey, evaluation, and documentation of historic and traditional cultural properties.
• Learn to maintain effective working relationships with federal, state and local governmental agencies and officials to ensure effective protection of significant traditional cultural properties located within the exterior boundaries of the Mille Lacs Reservation, on lands owned by the Band and on lands held in trust for the Band.
• Work closely with the Federated Cultural Resources Board, and others within the Mille Lacs Band Department of Natural Resources.
• Assists weekly with the Tower Construction Notification System (TCNS).
• Maintain a high degree of confidentiality regarding operations within the Band Department of Natural Resources as well as the Mille Lacs Tribal Government.
• Other duties as assigned by Supervisor.

WORKING CONDITIONS:
• Typical hours are 8:00-5:00, 40 hours per week, with some overtime required.
• Moderate stress level
• Work is both indoors and outdoors
• Local travel required.
• Travel outside the state may be required.
