1127 Rose Ave. St. Paul Renovation

The Mille Lacs Band of Ojibwe, Community Development office will be accepting sealed lump sum bids for renovation and construction at 1127 Rose Ave., St. Paul, MN 55106. Bids will be due Wednesday, July 7, 2021 at 3:00 PM. Bids received will be opened and qualified by the Mille Lacs Band of Ojibwe on Thursday July 8th, 2021 at 10:00 AM.

A mandatory Pre-Bid site visit will be held at the site on Wednesday, June 23rd at 11:00 AM.

General Notes:

  1. It is the Contractors responsibility to identify any and all discrepancies in the scope of work, not meeting Industry Standards or that which is inconsistent with the International Residential Code (IRC), and Mille Lacs Band of Ojibwe 2016 MLB Project Specification Book.
  2. All electrical wiring, apparatus and equipment for electric light, heat and power, technology circuits or systems shall comply with the rules of the Department of Commerce or the Department of Labor and Industry, as applicable, and be installed in conformity with accepted standards of construction for safety to life and property.
  3. Contractor must reconnect all utilities, service panel or service feed. Also includes gas, propane. Include such equipment or materials identified in the pre-bid conference.
  4. Contractor will secure all permits and fees.
  5. Contractor is responsible for a thorough investigation of the scope of work.
  6. Contractor will repair any damage to the property or structure created by the scope of work.
  7. NO WORK SHALL BE PERFORMED UNTIL ALL REQUIRED PERMITS HAVE BEEN ISSUED AND COPIES IN THE POSSESSION OF THE PROJECT COORDINATOR AND /OR MILLE LACS BAND BUILDING OFFICIAL.

Work Scope Description:

Exterior and Interior:

Home Exterior: Life safety / security repairs / exterior shell items.
1 – Remove temporary plywood covering the broken windows on rear porch entry area. One opening is located on the west side and is approximately (4) foot x (5) foot. One is located immediately adjacent the rear storm door on the porch and measures approximately 30” x 48”. Provide and install the necessary framing and windows complete with trim for these two openings on the rear porch. Repair around the new window with trim inside and out. Select a matching window stop or trim lumber to provide and install. Paint the new wood inside and out, paint exterior wood adjacent the large window on the west side of the patio and the smaller window on the north wall of the porch white with an exterior latex paint.
2 – Remove, provide new and replace (2) two storm doors complete with frames and closures and locking mechanism. One is located at the front entry and one is located at the rear entry of the home.
3 – Remove (4) old damaged basement foundation windows and replace (3) with the vented Glass Block Windows in the Wave Pattern. (1) of the glass block windows will be replaced with a secure dryer Vented glass block window at the laundry / dryer area. Include new dryer vent duct and all connections from dryer through (1) glass block window. The existing, original basement foundation windows are divided lite type assembly.
4 – Remove and replace the rear main entry door and frame complete with all new hardware including new lever and locking deadbolt. This is the wooden door and wooden jamb / frame complete. The entire jamb is badly damaged and needs replacement also. This is the door between the home and rear patio area. Finish the wood to match existing.
5 – Remove and replace the rear damaged concrete sidewalk and steps from the wooden deck steps to the Metal man door located on the garage. This is the main path of travel for the homeowner to access the garage from the home at the rear deck steps area.
6 – Remove and replace the damaged and settling front home sidewalk sections from the front, public sidewalk boundary to the front private steps of the home front entrance.
7 – Reinforce the deck railings on the rear entry deck along steps for added safety.

Home Interior:
*Upstairs (upper level of the home) has a (DIY) Do It Yourself construction project that was started over three years ago and not completed. The homeowner tore out (2) existing bedrooms upstairs and built new walls for two bedrooms. There are partially completed items that may or may not meet City, State and or local codes. This includes but may not be limited to insulation, sheetrocking, electrical and HVAC. All work must be completed to meet local and state code requirements.
8 – Upstairs electrical requirements will include demolition of the electrical that does not meet code, new devices, switches, light fixtures and 3 - ceiling fans. The new ceiling fans will be provided and installed in the (2) bedrooms and (1) in the open area upstairs. The DIY work that was partially completed will require some tear out and possible replacement of wiring, devices and or switching to meet code.
Alternate #1: We request alternate pricing for the DIY work that needs to be “removed or redone” as part of the renovation project. Our intent is to understand how the DIY corrections are impacting the project costs as a separate line item. Please, provide as much detail as possible to this list.
9 – Mount the electric baseboard heater properly in its current location. Ensure that the electrical connection and thermostat control are operational and meet code.
10 – Provide and install underlayment over the existing floor boards. This will provide a smooth substrate for the new carpet to be installed on all of the floors of the upper area.
11 – Provide and install carpet and pad throughout the entire upstairs. Include proper base and installation. Carpet is Mohawk Alladin Collection – Scholarship Prisms 28.
12 – Repair framing, Insulate all walls and ceilings. Complete sheetrock walls and ceilings, prepare all sheetrock walls and ceilings for paint.
13 – Enclose chimney in drywall chase at area adjacent the stairwell.
14 – Provide doors and frames for new bedrooms upstairs.
15 - Include costs for plan development as required in the City of St. Paul plan review. Include all necessary City Permits and Inspections and MLBO Permits and Inspections.
16 – Build a (3) sided knee wall at the top of stairs. The knee wall will surround the top of the stairs.
17 - Provide and install handrail at new walls around top of stairway as needed to meet code.
18 – Repair the damage to the lath and plaster wall in the stairwell at the location electrical wiring was incorrectly pulled through from basement level to the upstairs bedrooms, open area in its’ entirety. Re-do electrical problems and remount the light switch securely in wall.
19 – Provide and install paint for the entire upstairs area including stairway area and all existing, new and repaired walls and ceilings.
20 – Properly Install the existing owner provided electric baseboard heater in the large open area upstairs.
21 – Provide and install the proper wood trim at window and door locations. Include paint or finish to reasonably match. Clean up the existing trim that has drywall mud and or paint.

Kitchen:
22 – Provide and Install new base cabinets, countertop and upper cabinets at the area from the kitchen range past the kitchen sink. The kitchen sink, countertop ends at the opening from kitchen to living room.
23 – Provide and install new kitchen sink and faucet complete with replacement piping for the entire kitchen sink installation. New shut off, supply and waste piping included.
24 – Provide and install vinyl plank flooring over the existing kitchen flooring. Provide and install finished wood trim base and all transitional metal and or thresholds as required.
25 – Provide paint and installation for ceiling and walls in kitchen area.
26 – Clean exterior of the existing kitchen cabinets. Paint or stain dark color to match.
27 – Smoke Detectors / Carbon Monoxide Alarms. Provide and install all smoke detectors / Carbon Monoxide Alarms to meet all current local St. Paul and MN Codes and requirements for residential remodel projects.
28 – Include MLBO Permit and City of St. Paul Permit as required for all work completed.

Bid Alternate #1: All kitchen Work. Please, keep all kitchen work as bid alternate #1.
Bid Alternate #2: All upstairs flooring related work. Please, keep all flooring as bid alternate #2.

Specified Product Substitutions: All proposed product substitutions must be approved by the Project Coordinator 5 days prior to bid. Any approved substitutions, will be made available to all bidders.

Mobilization:

  1. The Contractor shall be capable of mobilizing his equipment and crews within seven days of the receipt of Notice to Proceed.
  2. Contractor shall provide means and methods for all building phases of construction.

COMMUNITY DEVELOPMENT/PROJECT MANAGEMENT RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS FOR ANY REASON.

COMMUNITY DEVELOPMENT WILL, TO THE GREATEST EXTENT FEASIBLE, GIVE PREFERENCE IN THE AWARD OF CONTRACT TO INDIAN ORGANIZATIONS AND INDIAN-OWNED ECONOMIC ENTERPRISES.

Bidding notes:

  1. Submit proposal in lump sum (supply and install), not to exceed amount
  2. All Contractors (including subcontractors) must comply with Davis Bacon wage requirements.
  3. All Contractors must provide the following along with their bid submittal:
    a. Completed and signed MLB Community Development Construction Bid Form
    b. A copy of Current MLB Vendor’s License (or a copy of the submitted application)
    c. A copy of Current Insurance Certificate
    d. A copy of Subcontractor/Material Supplier list
    e. A copy of valid State of Minnesota Contractor’s License
    f. A copy of Authorized Signature Sheet (submitted with first bid submittal)
  4. All Contractors must comply with all Mille Lacs Band of Ojibwe American Indian Employment requirements (see 18 MLBSA § 5). Contact Lori Trail at (320) 532-4778.
  5. INCLUDE ½ % of the total bid for TERO FEE in your base bid. Please, keep this TERO fee in alternates also.

Please note that the bids submitted via mail to the P.O. Box. FedEx and UPS will not deliver to a P.O. Box and the Onamia post office will not accept hand delivered items. Please plan accordingly to ensure the timely receipt of your bid submittal. Do not require delivery signature.

**The Band reserves the right to reject any bid that it is unable to collect at the Onamia post office by the bid deadline date and time, provided that the Band has made diligent and reasonable efforts to collect the bid. The Band reserves this right even in the event that the bid has been postmarked before the deadline.

PROPOSALS NOT SUBMITTED IN THIS MANNER WILL BE REJECTED.

Licensing:

  1. Firms must be licensed with the Mille Lacs Band of Ojibwe. A copy of this license (or the license application) must accompany each bid. Licensing process can take several weeks. If you are not currently licensed with the MLBO, please submit a copy of your license application along with your proposal. PERMIT AND CONTRACTOR REQUIREMENTS:
Permits: Contractors are responsible to attain all necessary permits for all work, including Mille Lacs Band of Ojibwe (MLBO) Permit & Local jurisdiction if required.

Bonding Requirements: In accordance with 2016 MLB Project Specification Book. Please note that bonding requirements on Mille Lacs Band Funded Residential projects has changed. All projects over $50,000 require bonding regardless of company ownership.

MLBSA Section 17 Procurement Statue Ordinance 03-06 states the following:

Section 17. Bonding

A. For all Band funded residential construction projects, a performance bond is required for contracts in excess of $50,000.00. The performance bond shall be at a minimum twenty (20%) percent of the contract price, but not in excess of $500,000.00.
