DI Community Center Pool Fencing
The Mille Lacs Band of Ojibwe, Community Development office will be accepting sealed lump sum bids for commercial swimming pool fence installation at the new District I Community Center, located in Onamia, MN. Bids will be due Wednesday 19 February, 2020 at 3:00 PM. Bids received will be opened and qualified by the Mille Lacs Band of Ojibwe on Thursday 20 February 2020 at 8:30 AM.
A mandatory pre-bid site visit will be held on: Tuesday February 11 2020 at 2:00 PM. The site is located at 18458 Minobimaadizi Loop, Onamia, MN 56359. Directions to the site from Grand Casino Mille Lacs: Hwy 169 North to Timber Trails Road (Mille Lacs Cty. 25). Left on Timber Trails (South). Follow 0.7 miles to the intersection of Timber Trails Rd / Wagidaaki Dr. / Gichiayaabe Loop. Turn Right (West) on Gichiayaabe Loop. Left on Biitawaanakwad Drive (South) to building entrance. This address is new and does not appear on any mapping apps.
General Notes:
- It is the Contractors responsibility to identify any and all discrepancies in the scope of work, not meeting Industry Standards or that which is inconsistent with the International Building Code (IBC).
- All electrical wiring, apparatus and equipment for electric light, heat and power, technology circuits or systems shall comply with the rules of the Department of Commerce or the Department of Labor and Industry, as applicable, and be installed in conformity with accepted standards of construction for safety to life and property.
- Contractor must reconnect all utilities, service panel or service feed. Also includes gas, propane. Include such equipment or materials identified in the pre-bid conference.
- Contractor will secure all permits and fees.
- Contractor is responsible for a thorough investigation of the scope of work.
- Contractor will repair any damage to the property or structure created by the scope of work.
- Contractor shall be responsible for all debris removal related to all work performed under this work scope.
- Contractor to carry Builder’s Risk insurance on project for duration of construction.
- NO WORK SHALL BE PERFORMED UNTIL ALL REQUIRED PERMITS HAVE BEEN ISSUED AND COPIES IN THE POSSESSION OF THE PROJECT COORDINATOR AND /OR MILLE LACS BAND BUILDING OFFICIAL.
COMMUNITY DEVELOPMENT WILL, TO THE GREATEST EXTENT FEASIBLE, GIVE PREFERENCE IN THE AWARD OF CONTRACT TO INDIAN ORGANIZATIONS AND INDIAN-OWNED ECONOMIC ENTERPRISES.
Work Scope:
- Bids must be honored for 90 calendar days.
- Contractor shall utilize FEDERAL Davis Bacon wage rates for installation at the project site.
- Contractor shall submit TERO plan for approval to the TERO Director prior to work commencement. Include 0.5% TERO tax fee in the base bid if bid amount exceeds $25,000.00.
- Contractor shall submit shop drawing for approval including fence section and gate details, hardware and color selection options for Owner to select.
- Fencing, Gates and Hardware shall comply with IBC Section 3109.
- See Attached Plan for fence layout.
- All fence and gate components shall be powder coated aluminum. All fasteners shall be stainless steel.
- Aluminum Fence height shall be 48”, and shall include the following components:
a. Posts: 2”x2”x .080 Wall
b. Horizontal Rails: (Top & Bottom) 1-1/8” x 1-3/4”
c. Pickets: ¾”x ¾” x .050 Wall - Include (3) 42” self closing, self latching gates with magnetic gate latch release min 54” above finish floor. Include (1) double 42” self closing, self latching gate with magnetic gate latch release min 54” above finish floor. Provide locking cane bolt in floor to secure gate.
- Provide post cover bases to conceal post installation. Post installations can be surface mounted or cored and grouted. Please indicate mounting type on shop drawings.
Specified Product Substitutions: All proposed product substitutions shall be submitted in accordance with the project specifications. Any approved substitutions, will be made available to all bidders via Pre-Bid Addendum.

Mobilization:
- The Contractor shall be capable of mobilizing his equipment and crews within seven days of the receipt of Notice to Proceed.
- Contractor shall submit building schedule to Owner at the time of contract signature by the Contractor.
- Contractor shall provide means and methods for all building phases of construction.

- Completed and signed MLB DNR/E Bid Form
- A copy of current MLB Vendor’s License (or a copy of the submitted application)
- A copy of current Insurance Certificate
- A copy of subcontractor/material supplier list
- A copy of valid State of Minnesota Contractor’s License (if applicable)
- A copy of Authorized Signature Sheet (submitted with first bid submittal)
