DI Fishing Pier
The Mille Lacs Band of Ojibwe, Community Development office will be accepting sealed lump sum bids for a Community Fishing Pier/ dock located at 16501, 16587 Zhaaboshkang Neyaashiing Miikanaans Onamia, MN. Bids will be due Wednesday, May 28, 2025 at 3:00 PM. Bids received will be opened and qualified by the Mille Lacs Band of Ojibwe on Thursday, May 29, 2025 at 10:00 AM.
This walk through location is in the MLBO POW WOW GROUNDS.
A mandatory pre-bid site visit will be held on Monday, May 19, 2025 at 11:15 am.
General Notes:
- It is the Contractors responsibility to identify any and all discrepancies in the scope of work, not meeting Industry Standards.
- Electrical and or lighting will be separate from this dock / pier proposal and handled by (OWNER) directly.
- The selected fishing pier / dock Installer will not need a MLBO Building Permit.
- Contractor is responsible for a thorough investigation of the scope of work. Attend walk through on job site scheduled for May 21, 2025 at 11:15am.
- Contractor will repair any damage to the property or structure created by the scope of work.
Work Scope Description: As follows –
Provide and install all of the materials and labor to complete the construction of a fishing pier.
Construct a (6) six foot wide x (100) one hundred foot long dock perpendicular from shore area into Mille Lacs Lake near the Mille Lacs Pow Wow Grounds. The end of the Fishing Pier (dock) will have a “T” design. The T will be 18’ wide.
State and US Army Corp Permit requirements have been met by Owner coordination prior to issuing this RFP.
In Minnesota, fishing Pier and Dock load requirements, while not explicitly detailed as a specific load in pounds, generally focus on the overall area of the structure and its intended use. All bidders should include adequate Truss, frame, post, pad and all structural support that is designed for a public Fishing Pier. Ensure a Load Capacity of 100 psf (pounds per square foot). This public fishing pier could have high usage at times and proper life safety measures will be included.
We are allowing pricing as part of an “OPEN SPEC.” which must include the following:

The decking and dock structure in it’s entirety will be an Aluminum Roll In Dock. No vinyl decking.

6’ x 8’ Aluminum hinged transition ramp.

Aluminum truss, frame post and pads, jack wheel, anchor pipes and brackets to support the entire Pier and Decking. Provide redundancy in structural support and associated design to recognize the possible heavy wind and wave action that will exist. The exposure to the main basin of Mille Lacs to be considered.

The deep end of the Pier will be in approximately 6’-8’ FOW.

Includes anchors, pipes and brackets along with necessary hardware in its entirety. This is a “Turn-Key” installation WITH ALL NECESSARY PARTS AND LABOR FOR A COMPLETE INSTALLATION. The MLBO will assist on EARTHWORKS PORTION to be completed prior to Dock/ Fishing Pier Installation vendor work.

Include (1) four step and (1) five step ladder.

Include Railings on entire dock. Provide and install an additional rail located near the decking surface of the structure that will act as a “stop” for wheelchairs wheels and or tires. While developing proposals

Bid Alt. #3 – (8) Clamp on Bumpers for transient boat dockage.

Owner will award dock and fishing pier project to the vendor selected upon reviewing the criteria listed below. This award will be determined by best value for the money as determined by the included scoring matrix. All proposals will be scored by the project design committee.

For the purposes of awarding the Project, all qualified dock/fishing Pier installers are encouraged to be very specific with regard to quantities and details on their proposals.

CONFIRM THAT DOCK PARTS AND ALL MATERIALS ARE AVAILABLE TO COMPLETE BY AUGUST, 11TH 2025.

Mobilization and Project Schedule:
- The Contractor shall be capable of mobilizing his equipment, crews, and subcontractors within 30 days of a fully executed contract or when product is available.
- Project will be substantially complete within 60 days of fully executed contract. Weather dependent exterior items may be allowed to exceed this timeframe with prior approval of project coordinator.
- Dock installer is expected to immediately, upon receipt of fully executed contract, source all required materials and products required for the project. Dock Installer must immediately notify project coordinator of items with long lead times that may impact project schedule.
- Contractor shall provide means and methods for all building phases of construction.
- Liquidated damages for exceeding specified timeframes will be in all contracts.
COMMUNITY DEVELOPMENT/PROJECT MANAGEMENT RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS FOR ANY REASON.
COMMUNITY DEVELOPMENT WILL, TO THE GREATEST EXTENT FEASIBLE, GIVE PREFERENCE IN THE AWARD OF CONTRACT TO INDIAN ORGANIZATIONS AND INDIAN-OWNED ECONOMIC ENTERPRISES.
Bidding notes:
- Submit proposal in lump sum (supply and install), not to exceed amount.
- All Contractors (including subcontractors) must comply with Davis Bacon wage requirements.
- All Contractors should provide the following along with their bid submittal:
a. Completed and signed MLB Community Development Construction Bid Form
b. Completed schedule of values (billing worksheet page 2).
c. A copy of Current MLB Vendor’s License (or a copy of the submitted application)
d. A copy of Current Insurance Certificate
e. A copy of valid State of Minnesota Contractor’s License
f. A copy of Authorized Signature Sheet (submitted with first bid submittal)

Please note that the bids submitted via mail to the P.O. Box. FedEx and UPS will not deliver to a P.O. Box and the Onamia post office will not accept hand delivered items. Please plan accordingly to ensure the timely receipt of your bid submittal. Do not require delivery signature.
**The Band reserves the right to reject any bid that it is unable to collect at the Onamia post office by the bid deadline date and time, provided that the Band has made diligent and reasonable efforts to collect the bid. The Band reserves this right even in the event that the bid has been postmarked before the deadline.
PROPOSALS NOT SUBMITTED IN THIS MANNER MAY BE REJECTED.
Licensing:
Firms must be licensed with the Mille Lacs Band of Ojibwe. A copy of this license (or the license application) must accompany each bid. Licensing process can take several weeks. If you are not currently licensed with the MLBO, please submit a copy of your license application along with your proposal. PERMIT AND CONTRACTOR REQUIREMENTS:
Permits: No permit required for Fishing Pier Dock Installer.
MLBSA Section 17 Procurement Statue Ordinance 03-06 states the following:
Bonding
-
In construction contracts that are federally funded or deemed commercial, bonding is required. These types of contracts shall demand a performance bond not less than twenty (20%) percent of the total contract price, but not to exceed $500,000.00. A performance bond requirement is to ensure that, if a contractor defaults, the Band may request that the surety pay the expense incurred to complete the construction contract.

In addition, all construction contracts identified as federally funded or commercial shall be covered by a payment bond equal to one payment installment or cover subcontractors/suppliers as determined by the Contracting Officer or his agents. The payment bond must contain language stating that if the contractor fails to make a payment to its subcontractors/suppliers, the surety will make the necessary payment.
