Licensing Agent/Genealogist II (D3)

JOB TYPE: Full Time

REPORTS TO: Lead Licensing Agent
SALARY RANGE: $17.15 to $23.15

SUMMARY:
The Licensing Agent / Genealogist II will serve as a communication point for GLIFWC Creel reporting, compile permit and harvest data for both GLIFWC and Mille Lacs Tribal DNR, assist in creating efficiency in permitting and harvest processing by analyzing and proposing changes to current regulations, Mille Lacs Band Statutes and policies. The Licensing Agent / Genealogist II will promote a culturally appropriate use of Treaty Resources, and promote youth & elder participation in Treaty Harvest activities. The Licensing Agent / Genealogist II is also responsible for conducting research for Band members and potential Band members as it relates to enrollment, blood quantum, and family genealogy.

QUALIFICATIONS:
• High School Diploma or GED equivalent is required.
• Post-secondary Education is preferred. Working toward Post-secondary Required.
• Three (3) years experience in a related field is required.
• Ability and willingness to develop working knowledge of Minnesota Chippewa Tribe enrollment procedures and requirements.
• Must have a MN driver’s license and be insurable under the Bands insurance policy.
• Must not have more than one (1) DNR violation in last 5 years.
• One (1) year experience in The Natural Resource field is preferred.
• Must have knowledge of resource harvesting regulations.
• Ability to type at a rate of 50 WPM preferred.
• Ability to deal with confidential data and capable of maintaining accurate records
• Strong personal computing skills in Windows environment, including spreadsheet and word applications.
• Strong oral and written communication skills.
• Excellent organizational and interpersonal skills.
• Ability to present information and persuade others to act.
• Bilingual skills in English and Ojibwe language preferred.
• Mille Lacs Band member/American Indian preference.
• Knowledge of Ojibwe Language and Culture is required.
• Must have a MN driver’s license.
• Insurable under the Mille Lacs Band Drivers Insurance policy.
• Must not have more than one (1) DNR violation in last 5 years.
• Must pass a pre-employment drug & alcohol test.

DUTIES AND RESPONSIBILITIES:
• Work cooperatively with Tribal Police Officers and other law enforcement agencies.
• Issue and Check for Band hunting, fishing and gathering licenses and permits.
• Ensure procedures are followed per the 1837 treaty conservation code license and permit access.
• Provide reports on harvesting activity to GLIFWC.
• Submit reports in a timely manner, which contain relevant information, correct terminology, proper format.
• Assist other DNR programs with light clerical duties during non-peak harvesting seasons.
• Assist in the development and update of inspection program procedures and handbooks.
• Attend VOIGT Task Force and GLIFWC Board meetings regularly.
• Establish and maintain a good working relationship with law enforcement agencies, and assisting those agencies if requested to do so.
• Notify Tribal, state and county authorities of major crimes or disturbances within the area and takes appropriate action if requested to do so.
• Identify harvest areas and provide maps for resources.
• Conducts extensive research.
• Research enrollments records, birth and death certificates, adoption proceedings, and other legal records to establish a Family Tree for new and existing band members.
• Assist with the various stages of the Bonus distribution as needed.
• Assist with research, data entry and enrollments as needed.
• Compiles information, organizes data and produces reports for various Band departments, such as OMB, Legislative and Office of the Chief Executive.
• Advises Band members and descendants on enrollment policy and process.
• Arranges for and/or prepares supporting documents necessary for the processing of enrollment requests.
• Travels to various program affiliations related to the program needs.
• Maintains critical and confidential material related to the programs and to Band member issues.
• Other duties as assigned.

WORKING CONDITIONS:
• Normal work hours are typically 8:00-5:00 with some overtime required.
• On-call during Spring and Fall Harvest Seasons.
• Work is indoors.
• Local travel is required.
