DNR Parking Lot Paving

The Mille Lacs Band of Ojibwe, Community Development office will be accepting sealed lump sum bids for Grading, Paving, and Stripping work to be performed at the District I DNR Headquarters. Work includes, but is not limited to topsoil removal, shaping, fabric, class 5, bituminous, concrete, and stripping. Bids will be due Wednesday 14 August 2024 at 3:00 PM. Bids received will be opened and qualified by the Mille Lacs Band of Ojibwe on Thursday 15 August 2024 at 8:30 AM. This will be a Federal Davis-Bacon Commercial job with minimum wage rates to be at or exceed the required rates.

A mandatory pre-bid site visit will be held on: Wednesday July 24th at 10:00AM at the site located at 17230 NOOPIMING DR in Onamia, MN 56369.

General Notes:

  1. It is the Contractors responsibility to identify any and all discrepancies in the scope of work, not meeting Industry Standards or that which is inconsistent with Code.
  2. Contractor is responsible for a thorough investigation of the scope of work.
  3. Contractor will repair any damage to the property or structures created by the scope of work.
  4. Contractor shall be responsible for all debris removal related to all work performed under this work scope.
  5. NO WORK SHALL BE PERFORMED UNTIL ALL REQUIRED PERMITS HAVE BEEN ISSUED AND COPIES IN THE POSSESSION OF THE PROJECT MANGER.

Work Scope:
BITUMINOUS SURFACE

  1. New Parking Lot to be existing lot, plus current concrete area (not including stoop under canopy), plus small additional expansions. See sketch for dimensions.
  2. All existing Bituminous to be removed and repaved as follows:
  3. Provide and install Type V geotextile fabric.
  4. Subcut, provide and install 4 inches of additional Class V base
  5. Provide and install 2.0” deep Non-wearing course
  6. Provide and install tack coat.
  7. Provide and install 1.5” Wearing Course.
  8. Expansion area. 2 areas: 1st area is 20ft x 35ft 2nd area is 75 ft x 28ft and tapers to 20ft
    a. Sub cut existing areas
    b. Provide and install 4 “deep class 5 aggregate base. Base to be 2ft wider than bituminous perimeter
  9. Existing concrete under entry canopy to be removed and new concrete poured and broom finished.
  10. Existing concrete sidewalk adjacent to canopy to be removed and replaced with bituminous.
  11. Strip lot to maximize number of parking stalls
  12. Van accessible Handicap parking spot to be provided to left of front entry door.
  13. Access route to building that is ADA compliant is required from Handicap spot to building.
  14. Shoulder and seed perimeter.

COMMUNITY DEVELOPMENT WILL, TO THE GREATEST EXTENT FEASIBLE, GIVE PREFERENCE IN THE AWARD OF CONTRACT TO INDIAN ORGANIZATIONS AND INDIAN-OWNED ECONOMIC ENTERPRISES.

Mobilization:

  1. The Contractor shall be capable of mobilizing his equipment and crews within 21 days of the receipt of Notice to Proceed.
  2. Contractor shall submit construction schedule to Project Manager at the time of contract signature by the Contractor.
  3. Contractor shall provide means and methods for all phases of construction.

COMMUNITY DEVELOPMENT/PROJECT MANAGEMENT RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS FOR ANY REASON.

Bidding notes:

  1. Submit proposal in lump sum (supply and install), not to exceed amount arrived at by sum totaling unit cost multiplied by quantities
  2. All Contractors (including subcontractors) must comply with Davis Bacon Heavy Construction wage requirements. All Contractors must provide the following along with their bid submittal:
    a. Completed and signed MLB Community Development Bid Form
    b. A copy of Current MLB Vendor’s License (or a copy of the submitted application)
    c. A copy of Current Insurance Certificates
    d. A copy of Subcontractor/Material Supplier list
    e. A copy of Authorized Signature Sheet (submitted with first bid)
  3. All Contractors must comply with all Mille Lacs Band of Ojibwe American Indian Employment requirements (see 18 MLBSA § 5). Contact Craig Hansen at (320) 532-4778.

Please note that the bids must be submitted via mail to the P.O. Box. FedEx and UPS will not deliver to a P.O. Box and the Onamia post office will not accept hand delivered items. Please plan accordingly to ensure the timely receipt of your bid submittal.

PROPOSALS NOT SUBMITTED IN THIS MANNER WILL BE REJECTED.

Licensing:

  1. Firms must be licensed with the Mille Lacs Band of Ojibwe. A copy of this license (or the license application) must accompany each bid. Licensing process can take several weeks. If you are not currently licensed with the MLBO, please submit a copy of your license application along with your proposal. Bonding Requirements:

  1. Performance and Payment BONDING Requirements:
    In construction contracts that are federally funded or deemed commercial, bonding is required. These types of contracts shall demand a performance and payment bond with penal amounts of 100% and 100% respectively of the amount of the contract.
