Description and Scope of Work

The Mille Lacs Band, Health and Human Services Department (HHS) will be accepting sealed bids for snow plowing and removal at all HHS buildings including the District 1 Senior Living and District 3 Senior Living until 3:00pm, on November 18, 2026. Bids will then be publicly opened and read aloud, on November 19, 2026, at 10:30 AM in the Office of Solicitor General, located in the Mille Lacs Government Center.

• Bids include the following facilities:

• District 1 (Onamia)
  A. Health and Human Services Building
  B. Red Brick Outpatient
  C. Halfway House
  D. Women’s Shelter
  E. Food Distribution Warehouse
  F. D1 Senior Living

• District 3 (Hinckley and Azhamoog/Lake Lena)
  A. D3 Senior Living
  B. Lake Lena/Azhamoog Clinic

• Bids must include all rates regarding snow removal services (call backs, cost per location, sidewalks, entrances, and emergency calls).

• Bids should be broken down by per plow starting at 2 inches up to six inches of accumulated snow fall for one rate, and then rate per hour over six inches, and any equipment and fees that maybe applicable for additional plowing and removal to needs to meet the expectations of Health and Human Services Facilities Department.

• The Health and Human Services primary building in district 1 must have a clear parking lot and be ready for services by 7:00 AM during regular weekdays (Monday through Friday) given the snow is not continuously accumulating.

• Twenty-four-hour facilities must have a path cleared as soon as possible for emergency response vehicle access during significant snowfalls (anything over 4 inches).

• Bids must also include the following:

• Bids must include a one contact number for all snow removal needs and must be uniform for all facilities listed above who to contact to get a plow and/or equipment dispatched to the location.

• All pricing must be valid through September 30, 2027

• On November 6, 2026 a planned site visit will take place and interested bidders must RSPV with Curtis Kalk Jr, HHS Facilities Director (320-362-1657). Alternate dates can be scheduled but are not guaranteed.

• Bids must include all related equipment, material, and staffing/labor rates.

Licensing

Interested Bidders/Contractors must be licensed with the Mille Lacs Band of Ojibwe. A copy of this license (or the license application) must accompany each bid. Licensing process can take several weeks. If you are not currently licensed with the MLBO, please submit a copy of your license application along with your proposal.
